MACC to name the top 10 most corrupt ministries in new fight against graft

PUTRAJAYA: The Malaysian Anti-Corruption Commission (MACC) is adopting a new mechanism to fight corruption in the public sector – to name and shame the guilty.
It will list the 10 ministries most involved in corruption and abuse of power, at the latest by the end of this year, says its chief commissioner.
Dzulkifli Ahmad said MACC, at the same time, would also name the five “cleanest” ministries in terms of corruption and abuse of power.
“We have already prepared the lists and will announce them to the public either in November or December.
“We have done our research and obtained the agreement of experts regarding this issue,” he told a news conference at the corruption-free pledge-taking at the Ministry of Plantation Industries and Commodities.
MACC has been aggressively investigating employees in the public sector recently, including those in various ministries.
In its latest operation, a former deputy secretary to the minister of rural and regional development was remanded in connection with a probe on alleged misappropriations totalling RM1.5 billion of funds meant for rural development projects in Sabah.
Yesterday, Hamid Apdal, the younger brother of Parti Warisan Sabah president Shafie Apdal, was detained in connection with the investigations.
Five others detained in the same investigations included Warisan vice president Peter Anthony, Warisan Youth chief Azis Jamman, Umno Tenom Youth head Jamawi Jaafar and Umno Tawau Youth leader Ariffin Kassim.
Media reports said MACC was checking through 350 projects under the rural and regional development ministry for suspected corruption.
Dzulkifli said the naming of the corrupt and clean ministries was a new mechanism to encourage ministries to ensure they did not fall into the wrong category.
“They have room to improve. There are many criteria. We will explain how we classify them.
“We are following what is done in South Korea. The ranking will be announced each year.
“The ministries will be given the responsibility to take action to ensure they did not fall into the top 10 most corrupt,” he said.
Dzulkifli added that the new mechanism would be extended to cover departments and agencies in every state.
