PETALING JAYA: The Kuala Pilah District Council (MDKP) has defended its move to kill a pet dog immediately after rescuing it from a drain, saying this was to prevent it from being a “nuisance” to the area’s residents.
“If we had released the animal, it would again have been a nuisance to the residents,” MDKP president Syahrul Nizam told The Star.
Speaking to FMT, Syahrul’s personal assistant added, “The case has already been settled and there is nothing else to say.”
News of the dog’s killing made headlines after its owner, Lily Devan, took to Facebook to express her outrage. She said the dog, named Baby, had been put to sleep immediately following its rescue from the drain.
Animal rights activists who had initially responded to the incident expressed further shock at Syahrul’s statement.
Wani said the council workers should have issued a compound notice first and made the owner apply for a licence.

Wani Muthiah, the founder of Malaysian Dogs Deserve Better (MDDB), said the council workers should have issued a compound notice first and made the owner apply for a licence.
Even if the dog had been a homeless stray, she said, it should not have been euthanised on the spot.
Wani added that Syahrul needed to address further questions regarding the issue.
“Were there complaints about the particular dog that was euthanised?
“How many dog-related complaints had the council received from that particular area?” she asked.
Edward: Have they got any evidence to prove that this dog was a nuisance?

Edward Lim, who is the shelter manager for the Paws Animal Welfare Society, said it was useless to have “so many laws” if no action was taken over the matter.
“Have they got any evidence to prove that this dog was a nuisance?” he said, adding that Syahrul’s statement needed clarification.
Like Wani, he asked if there had been any reports made by the residents in the area.
“What are the standard operating procedures (SOPs) and local by-laws on stray animals that are captured?
“What’s the grace period for owners to reclaim their dogs?”

Padang Serai MP N Surendran, who is also president of the Malaysian Animal Rights Society, added that there was no justification for this kind of killing.
The lawyer said Syahrul’s explanation was “nonsense” and a “desperate excuse”.
“To say it would cause a nuisance is a desperate excuse for the killing of a defenceless dog.
“How could it be a nuisance when the owners were right there and were pleading for it to be returned?” he said.
Surendran urged the police to act on the matter, adding that Syahrul should resign from his position.
“This is a matter for the police, and should be investigated under the Penal Code for the wilful destruction of an animal.
“I call for the MDKP president’s resignation over his unacceptable defence of this brutal act.”
According to Lily, no further details or explanation has been given by MDKP or the police.
